If you were hoping to see Lily Allen during her September tour, I’m sorry to tell you it isn’t going to happen. The Brit singer’s ongoing work visa issues put her US tour on permanent hold.

The 22-year-old “Smile” singer had her American visa unexpectedly revoked Aug. 5 in Los Angeles, after she was searched and detained for five hours.

“The [visa] reinstatement process has proven lengthier than anticipated, thus preventing her tour from launching September 6th in San Diego, Calif.,” Allen’s rep said in a statement.

“I am so disappointed that I won’t be able to come to the States at this time,” Allen said in her own statement. “I was really looking forward to playing these shows and being part of the [MTV] Video Music Awards.”

She added, “I want my fans to know that I’ll be back as soon as I possibly can!”

Allen’s unscheduled meeting with U.S. officials was triggered by Immigration and Naturalization Services concerns following her arrest in London in March, when she allegedly clashed with a photographer.

Producers of next month’s MTV Video Music Awards remain hopeful she might be able to perform, saying she has a “standing invitation to attend the event.”

After a late Friday night performance with his band Good Charlotte at the Hot 99.5 Lil’ Black Dress Party at the Clarendon Ballroom in Arlington, Va., Madden was walking offstage when Hot 99.5 morning show deejay Kane announced to the crowd, “He got engaged yesterday. Congratulations, Joel!”

To that, Madden quickly glanced back over his shoulder but was otherwise unresponsive as he made a hurried exit from the stage behind brother Benji.

“We heard this morning,” Kane told People following Good Charlotte’s 40-minute set. Crediting he got the word from “good sources,” Kane said he hadn’t seen Richie since hearing the news, but added he had offered his congratulations to Madden earlier in the night. “He said, ‘Thank you so much,’” recalled Kane.

“They’re very excited about the baby and the wedding. They want to keep their personal life personal,” he added.

Joel and Nicole spent yesterday chilling around Washington DC, eventually hitting up Georgetown baby boutique Dawn Price Baby.

With Amy Winehouse now holed up in rehab attempting to battle a cocaine and heroin addiction, is there anything her fans can do to help? Apparently there is: tribute song! Fellow cracky Kate Moss is reportedly recording a song to help cheer up her favorite singer.

A friend of the Croydon-born supermodel tells me Kate, 33, listens to Amy all the time on her iPod.

“She knows her voice is nowhere near Amy’s, but thinks she could do a song that would be like a tribute to Amy, inspired by her,” says Kate’s pal.

I’m still holding out hope for a Sonny and Cher-type career for Kate Moss and Pete Doherty.

Criss Angel denied he spent Wednesday sexin’ Britney Spears at a hotel. The magician claimed he was just helping Britney prepare for a possible performance at the MTV Video Awards. Umkay, but what were the condoms for?

“It’s amazing what people think,” Angel said Friday. “We’re not together. Her manager is my manager, and I’m helping with one of her shows. I’m helping with her appearance on MTV.”

Rumors flew after the Las Vegas-based Angel, 39, was spotted with Spears, 25, in Los Angeles in recent days, meeting with her and her friends at a restaurant and going with her into a hotel.

Acknowledging the Wednesday night dinner he and Spears shared at Cravings in West Hollywood, Angel said, “Yes, I’m here working on some stuff, and we went to that restaurant with 10 people.”

Says Angel: “We were talking about how she wants to do something more with the [awards] show, and about me helping out and hoping to work with her on doing something to make her MTV appearance more innovative.”

“It’s amazing how you can’t do anything now without people making up stuff,” adds Angel.
